A scene at the court

This part of the shield seems to display people bringing goats to a ruler who is sitting on his throne. The scene consists of independent images that may or may not belong together. Joining them is the man standing in front of the king. However, a strange detail is added to the scene: a bow. Why is he holding it?

The animals are still alive and have thus not been hunted. The man is also not carrying any arrows to shoot with. Although the king and his guards are frequently shown holding a bow in a similar fashion, it seems out of place in this setting.
